What Exactly Is the 2-Change Rule?

Previously, learners could change their test date or centre as many times as they liked (subject to fees and availability). The 2026 DVSA rule change means each booking now has a maximum of 2 permitted changes. A "change" counts as any modification to date, time, or test centre.

After 2 changes, the booking is locked. To get a new date, you would need to cancel the test (and potentially lose the £62–£75 fee if cancelling less than 3 working days in advance).

Each change you make counts toward your 2-change limit. If you swap once and later want to swap again, you only have 1 change left. Plan carefully.

A test swap involves both learners changing their own individual bookings. Each learner uses one of their 2 permitted changes when completing a swap. So if learner A and learner B swap, learner A has 1 change remaining, and learner B has 1 change remaining.
