What Is the 3 Nearest Test Centres Rule?

As of 9 June 2026, DVSA changed the rules around which test centres you can move your practical driving test to. Previously, you could rebook at any test centre in England, Scotland or Wales. Now, you can only change your test to one of your 3 nearest centres to where you're currently booked.

This was introduced specifically to stop organised groups and resellers moving test slots long distances to create artificial shortages in high-demand areas.

How Are "3 Nearest" Centres Calculated?

The DVSA calculates proximity by approximate driving distance (avoiding motorways), not as-the-crow-flies. DVSA publishes the approved nearest-centre mappings for each test centre on GOV.UK.

For example, if you're booked at Tolworth in London, your 3 nearest approved centres will be the closest DVSA centres within a reasonable driving radius. If someone wants to swap their Tolworth test for a centre 80 miles away, that is now blocked.
