What Is the Learner-Only Booking Rule?

The DVSA's May 2026 rule change mandates that the person whose name is on the test booking must be the one who makes any changes to it. Previously, driving instructors routinely booked and changed test dates on behalf of their pupils — this is now prohibited.

The purpose was to close the loophole that allowed instructors to hold and trade test slots commercially, contributing to the test date black market that saw learners paying up to £500 for a £75 slot.
