May 2026: Learner-Only Booking Rule
Effective: 12 May 2026
Only the named learner can book or change their practical driving test. Instructors can no longer book or rebook on behalf of pupils. This applies to all test centres in England, Scotland, and Wales.
June 2026: 3 Nearest Centres Location Rule
Effective: 9 June 2026
When changing a test centre, learners may only move to one of their 3 nearest DVSA test centres (measured by approximate driving distance). Long-distance moves — previously used by touting organisations — are now blocked.
2026: 2-Change Maximum Per Booking

Each practical test booking can be changed (date, time, or centre) a maximum of 2 times. After 2 changes, the booking is locked until the test date has passed or the booking is cancelled.
