Learner-Only Booking Rule Explained: What Changes on 12 May 2026
From May 12, 2026, only the learner can book or change their own driving test. This is the biggest change to DVSA test booking in years. Here's what it means for learners, parents, and instructors.
Change takes effect: 12 May 2026
After this date, third parties — including instructors, parents, and driving schools — cannot book or change practical tests on behalf of learners.
What Is the Learner-Only Booking Rule?
Currently, it's common for driving instructors or parents to manage test bookings on behalf of learners — logging into the DVSA booking portal with the learner's credentials, or using an instructor account to manage slots. From 12 May 2026, this is no longer permitted.
Only the learner, using their own DVSA account, will be able to:
- Book a new practical driving test
- Change the date or time of an existing test
- Cancel an existing test
Why Is the DVSA Introducing This?
The DVSA says this change is designed to:
- Prevent third-party commercial services from mass-booking test slots on learners' behalf
- Reduce the use of automated bots that snipe cancellation slots
- Ensure learners have direct responsibility for their own test scheduling
- Create a fairer system where access to test slots is based on genuine demand
What Does This Mean for Each Group?
For Learners
You must have your own DVSA account and know your login details before May 12th
You are responsible for booking, changing, and cancelling your own test
You can only change your test twice — plan carefully
You can still get an earlier date through Swappy — safely and legally
For Instructors (ADIs)
You can no longer book or change tests on behalf of pupils after May 12th
You'll need to ensure all pupils have their own DVSA accounts set up
Swappy's free ADI Portal helps you stay in control — set blackout dates, readiness gates, and oversight swaps
You can still advise pupils on test strategy, dates, and swapping options
For Parents
You cannot book or change a test on your child's behalf after May 12th
