Can My Instructor Still Book My Test? May 2026 Changes
Short answer: No. From 12 May 2026, only you — the learner — can manage your driving test booking.
What's Changing?
A BBC investigation in December 2025 found that some driving instructors were being offered kickbacks of up to £250/month to sell their official DVSA login details to touts. These touts would then book tests in bulk and sell them to learners for up to £500 each — when the standard fee is just £62.
What instructors CAN'T do after May 2026
- • Book a driving test on your behalf
- • Change or reschedule your test date
- • Swap your test with another learner
- • Cancel your test booking
What you CAN still do
- • Book your own test via the DVSA website
- • Change your test date (up to 2 times)
- • Swap with another learner on the same call
- • Cancel and rebook if needed
What about ADIs who use Swappy?
Swappy's ADI Portal allows instructors to manage their pupils' swap preferences — but the pupil always controls their own booking. The ADI can set availability windows and blackout dates, but the actual DVSA swap call is always between the two learners. This is fully compliant with the new rules.
